Most QR code generators are cheap to start and expensive to leave, because dynamic codes redirect through the vendor and stop working when the account lapses.
This guide ranks twelve products on what the first ninety days cost, what the plan becomes once the code, scan and edit limits bite, and what happens to printed codes on cancellation.
Vendors can pay for visibility on this page. It never changes what an entry
says about a product, including the criticism, and we earn nothing when you click through to a
vendor. How that works.
In short
What QR code generators software does
A QR code generator creates scannable codes for URLs, files and contact details, and the dynamic kind routes scans through the vendor so destinations can be edited and scans counted.
In this order: setup effort, what it really costs, how your data comes back out, whether
you can leave, and who each QR code generators tool is built for. One rule sits on top of those tests:
Places 1 to 3 go to challengers, vendors outside the best-known brands in a category, wherever the category has them; the established names follow from place 4 in their ranked order. Why those five, and why there is no
score out of ten, is on the how we work page.
Free plan; Pro Plus published; Growth and Enterprise sold by demo
Yes
Consumer brands running packaging or retail campaigns with CRM and CDP integrations
Small teams wanting public self-serve prices beyond one entry plan
Country is where the vendor is headquartered or contracts from, which is a
different question from where your data is hosted. Where the two tell different stories, the
entry says so.
UK single-product generator with three permanent dynamic codes at no cost

The first ninety days are cheap: the free plan holds three dynamic codes, three short links and one multi-link page, with unlimited scans and three months of analytics history.
The real price appears as volume grows, because Pro limits dynamic codes to 100 in total and monthly allowances only start at Business. Cancelling returns the account to the free plan, where the first three codes keep working and later ones expire. Exports arrive with the Business tier.

Setup is light: the free plan allows one code and one landing page, and paid tiers start with a 15-day trial. The cost sits in the term, since there is no monthly billing and the minimum is three months.
Starter holds 5 codes, Premium 100 and White Label 250 per user, and only White Label shows your own domain on scan. Enterprise starts at 250 euros a month and adds single sign-on and a dedicated server.

Pricing is split three ways: brand plans (Silver, Gold, Platinum, Diamond) with a published entry price, GS1 and API tiers with a lower one, and partner terms agreed case by case. Scans never cost extra.
Capacity does: dynamic codes, custom domains and extra users are credits inside the subscription, and annual terms renew for successive one-year periods. The setup is quick, but the real price depends on how many credits your campaigns need.

The ladder is easy to model: 10, 50, 250 or 1,000 dynamic codes, priced at 0, 10, 25 and 250 dollars a month, with a discount for yearly billing. Static codes are unlimited from Lite upward.
The catch is the scan meter, 50 and 200 a month below Full, which turns a popular poster into a plan upgrade. Landing pages grow from 1 to 3, 10 and unlimited. The contracting entity gives an Isle of Man address.

A QR code generator creates scannable codes for URLs, files and contact details, and the dynamic kind routes scans through the vendor so destinations can be edited and scans counted. The differences that matter are rarely in the feature list, so this is
the order we would work through them.
01
Decide whether you need a published price
11 of the 12 tools here publish what they cost; the other 1 quote per organisation. The ones you can compare without a sales call: Hovercode, QR Planet, Unitag, QRStuff, Scanova, QRCodeChimp, QR.io, Uniqode, QRCode Monkey, Bitly, Flowcode.
02
Decide how much the jurisdiction matters
These 12 vendors are established in 8 countries across 4 regions (Europe 5, North America 3, Asia-Pacific 2, Elsewhere 2). That decides whose disclosure law applies to what the vendor holds, wherever the servers are.
Dynamic codes only work while the account stays paid: compare cancellation terms
A dynamic code prints a redirect address owned by the vendor, so the real exit test is what happens to printed codes when you stop paying. Uniqode states that cancelling makes dynamic codes inactive. Hovercode keeps the first three dynamic codes alive after a downgrade to its free plan and lets later ones expire.
QR Planet retains codes only on request, after a year as a customer with invoices paid. Scanova's dynamic codes stop when the 14-day trial ends. QR.io says only that static codes keep working after its trial. A cheap plan that expires with the invoice can cost a reprint run, so read this clause before the price list.
Ask what happens to printed dynamic codes on cancellation, in writing.
Check whether any codes survive on a free plan or after a downgrade.
Keep static codes for anything printed permanently, such as packaging.
Three different meters: codes, scans and edits
Vendors meter different things, and the cheap tier is often cheap because one meter is tight. QRStuff counts dynamic codes (10, 50, 250, 1,000) and also limits scans to 50 and 200 a month on its lower suites. QRCodeChimp caps scans at 1,000, 10,000 and 150,000 a month below Ultima.
Bitly counts QR codes per month and also caps redirects, at 5, 20 and 110 on paid tiers. Unitag and QR.io sell unlimited scans, and Scanova counts static and dynamic codes together against its limit. Model your busiest campaign against each meter, not your average month, because a poster that goes well is the event that breaches a scan cap.
Estimate peak monthly scans for your best campaign, not the average one.
Count how many times a year destinations will be edited.
Check whether static codes count against the code limit.
Free static generators such as QRCode Monkey versus managed dynamic codes
Free generators are a design step, not a platform. QRCode Monkey creates static codes with a logo up to 2 MB and vector downloads, and says itself that statistics and editing need a professional tool. A static code points straight at the destination, so it cannot change after printing.
Uniqode adds that a static code cannot be converted to a dynamic one later, which means the choice must be made before printing. Uniqode and QRStuff both offer unlimited static codes. The practical split: static for permanent facts such as a Wi-Fi login, dynamic for anything with a campaign, an analytics need or a URL you might move.
Decide per code whether the destination could ever change.
Test the printed code before a full run, from several phones.
Never convert a static code plan into a dynamic one after printing.
Enterprise platforms: Flowcode, Bitly and what is hidden behind a demo
Two vendors in this list steer larger buyers to a sales conversation. Flowcode sells Growth by demo and describes its Enterprise tier as unlimited with a rate card applying, so the cost per code is not on the page. Bitly publishes Core, Growth and Premium prices but moves multi-user access and group permissions to a quoted Enterprise plan.
Custom domains show the same pattern: Hovercode includes one on Pro, Scanova sells domains at 120 dollars each per year, Uniqode charges 2,000 dollars per domain on Plus, and QR Planet shows your own domain only on White Label. If you need your own domain, price it first, because it is the add-on that changes the ranking.
Ask for the full rate card, not the headline plan price.
Price the custom domain separately at every vendor shortlisted.
Check whether multiple users and single sign-on need a quoted tier.
What goes wrong most often when buying QR code generators software
Buying a dynamic plan for codes that will be printed permanently, without checking whether they work after cancellation.
Comparing plans on the headline price while ignoring monthly scan caps and redirect-edit limits that only bite after a campaign succeeds.
Creating a static code for a destination that later changes, since static codes cannot be edited or converted.
Choosing a vendor whose pages name no legal entity, which leaves nobody to hold to a refund or a data-deletion request.

What is the best QR code generators in 2026?
Hovercode leads our ranking of 12. Hovercode Ltd is registered in the UK and sells one product, with every price on the page. Three dynamic codes stay active for good, even after a paid plan is cancelled, which is the cleanest exit in this list.
Pro adds 100 codes and one custom domain, while the API, bulk creation and CSV exports only begin at Business, so teams pay up for the plumbing.
Which QR code generators tools publish their pricing?

Who should not buy Hovercode?
Programmes needing thousands of codes per month beyond the top tier. Pro caps dynamic codes at 100 in total, a lifetime limit that never resets.
