Best Wireframing and Prototyping Tools in 2026

Wireframing tools sketch the structure of a screen before anyone designs it, and prototyping tools make those screens clickable.

The market splits into rough sketchers, full design editors and interaction engines, priced per editor, per project or per generation. This guide ranks twelve on first-ninety-day effort, real price with collaboration, file exit and independence.

Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. How that works.

In short

What wireframing and prototyping tools software does

Wireframing and prototyping tools let teams draw screen layouts, link them into clickable flows and share them for review before development starts, usually with commenting and developer handoff.

How we ranked these

5 criteria, in order

In this order: setup effort, what it really costs, how your data comes back out, whether you can leave, and who each wireframing and prototyping tool is built for. One rule sits on top of those tests: Places 1 to 3 go to challengers, vendors outside the best-known brands in a category, wherever the category has them; the established names follow from place 4 in their ranked order. Why those five, and why there is no score out of ten, is on the how we work page.

#1 Balsamiq

Deliberately rough wireframes from an independent company with published prices

Ranked #1 of 12 in Best Wireframing and Prototyping Tools in 2026.

Published pricingEurope

Balsamiq asks little of a new team: draw boards, invite as many reviewers as you like at no cost, and iterate. The real price is driven by editors and by project count, because boards are unlimited but projects are tiered at ten, a hundred and four hundred.

AI credits are metered monthly per editor. Data storage in the US or EU is an Enterprise-only choice. PDF and image export are on every plan.

What stands out
  • Low-fidelity
  • Unlimited reviewers
  • Independent
Where it costs you
  • The cheapest tier allows only ten projects
  • The deliberately rough style is not a path to final visual design

#2 Penpot

Open-source design and prototyping tool you can run on your own servers

Ranked #2 of 12 in Best Wireframing and Prototyping Tools in 2026.

Free tierSelf-hostablePublished pricingEurope

Penpot is developed by Kaleidos, a company in Madrid that describes itself as having moved from consulting to making this product. The source is licensed under MPL-2.0, and the repository describes it as designed for self-hosting.

The Professional plan costs nothing per user, and paid plans add storage and history. The first ninety days are mostly spent moving Figma habits, since the interface follows CSS ideas such as flex and grid layouts.

What stands out
  • MPL-2.0 licence
  • Self-host
  • Free tier
Where it costs you
  • The editor is built for interface design, so print layout and illustration depth lag dedicated vector tools.
  • Self-hosting moves upgrades, backups and security onto your own staff.

#3 Sketch

Mac-native design editor with an offline one-time licence option

Ranked #3 of 12 in Best Wireframing and Prototyping Tools in 2026.

Published pricingEurope

Sketch B.V. of Eindhoven sells a Standard tier per editor, billed yearly, with unlimited free viewers, version history and developer hand-off included. A Professional tier adds single sign-on and permission groups, and Enterprise adds SCIM and key management.

Alternatively a Mac-only licence keeps documents on your own disk, which is the cleanest exit in this list. The page states there is no plan to offer an entirely free plan, so budget from day one.

What stands out
  • Mac-native
  • One-time licence
  • Free viewers
Where it costs you
  • The editing app runs on macOS only, so Windows designers can only view and comment in a browser.
  • The Mac-only licence excludes sharing and collaboration, and covers one year of updates.

#8 Uizard

AI screen generator for quick mockups, priced by team plan

Ranked #8 of 12 in Best Wireframing and Prototyping Tools in 2026.

Interaction prototypes with sensors, hardware and multi-device logic

Ranked #9 of 12 in Best Wireframing and Prototyping Tools in 2026.

Free tierPublished pricingAsia-Pacific

ProtoPie imports screens from design tools and layers interaction logic on top. Free allows two prototypes of eight scenes; Basic raises that to twenty prototypes of ten scenes for one seat.

Pro is per editor, with unlimited prototypes, handoff recordings, team libraries and local saving. Hardware integrations such as Arduino are listed as Connect Core add-ons, so connected-product work costs more than the plan price suggests.

#10 Whimsical

Whiteboard with flowcharts and wireframes in one canvas, no pixel work

Ranked #10 of 12 in Best Wireframing and Prototyping Tools in 2026.

Free tierPublished pricingNorth America

Billing by editor is the fairest model in this list for a team where three people draw and thirty read, because the readers and outside guests cost nothing.

Flowcharts and sequence diagrams export as Mermaid text, which is unusual and useful for engineers, alongside PNG, PDF and SVG; docs export as Markdown or PDF. Annual billing takes 17 per cent off. The free plan is the catch. It limits what you create each month instead of how many boards you keep.

What stands out
  • Flowcharts and wireframes
  • Free tier
  • AI wireframes

#12 Figma

Browser design editor with the widest prototyping and plugin reach

Ranked #12 of 12 in Best Wireframing and Prototyping Tools in 2026.

Free tierPublished pricingNorth America

Figma, Inc. publishes list prices in US dollars for three paid tiers, each with Full, Dev and Collab seats, plus an Enterprise tier. The Starter plan is free with unlimited drafts and daily AI credits.

Figma Draw is sold for vector illustration, and paid plans let anyone view and comment without a seat. The first ninety days go into setting up design libraries, and the Organization tier is where centralised admin tools begin.

How to choose wireframing and prototyping tools software

Wireframing and prototyping tools let teams draw screen layouts, link them into clickable flows and share them for review before development starts, usually with commenting and developer handoff. The differences that matter are rarely in the feature list, so this is the order we would work through them.

  1. 01

Decide whether you need a published price

11 of the 12 tools here publish what they cost; the other 1 quote per organisation. The ones you can compare without a sales call: Balsamiq, Penpot, Sketch, Moqups, Justinmind, Axure RP, Visily, Uizard, ProtoPie, Whimsical, Figma.

  2. 02

Decide how much the jurisdiction matters

These 12 vendors are established in 9 countries across 4 regions (Europe 5, North America 3, Asia-Pacific 2, Elsewhere 2). That decides whose disclosure law applies to what the vendor holds, wherever the servers are.

Editor, project or prototype: how wireframing tools meter the bill

Wireframing prices look alike and are not. Balsamiq charges per editor and caps the number of projects at ten, a hundred or four hundred. Figma sells Full, Dev and Collab seats at different prices. Uizard meters AI generations, Visily meters AI credits, and ProtoPie caps prototypes and scenes on its lower plans. Moqups limits projects and objects on its free plan.

A team of three editors and many reviewers costs very different amounts under each model, so run your actual numbers rather than comparing headline per-seat prices. A free plan can look generous until a second project, a larger file or one more AI request pushes you into the paid tier, and some vendors bill only the people who edit while others bill everyone who touches a file.

  • Count editors, reviewers and projects separately before asking for a quote.
  • Ask whether comments from outside reviewers need a paid seat.
  • Check the AI credit or generation cap against your expected screen count.

Low fidelity or high fidelity: pick the tool for the stage

Balsamiq looks rough on purpose, which keeps early reviews on structure, while Figma, Sketch and Penpot are full design editors where a wireframe is just a stripped-down screen. Whimsical treats wireframes as boxes on a whiteboard. Axure RP and ProtoPie sit at the other end, adding conditions, variables and device logic that a sketching tool cannot produce.

That gap is real work: a conditional login flow or a sensor-driven screen takes days to build and a sketch tool cannot show it. Most teams use two tools, and the exit question is whether the sketch can be turned into a design or handed over. Budget for that handover, because redrawing approved wireframes in a second tool is where hours disappear.

  • Decide whether the wireframe is thrown away or becomes the design.
  • Test whether stakeholders will click through it or only look at pictures.
  • List the interaction rules you need, such as conditions, data or sensors.

Open source, offline licence or subscription only: the exit test

Files are only yours if you can open them when the subscription lapses. Penpot is published under the Mozilla Public Licence 2.0 and can be self-hosted. Sketch offers a one-time Mac-only licence that saves locally. Justinmind lists perpetual licences next to subscriptions, while Axure RP sells subscriptions only. Moqups exports an offline HTML viewer including pages, interactions and comments.

Browser-only tools hold your boards on the vendor's servers, so a lapsed card or a closed account is the moment you find out whether the export really works. Run the test before you have a deadline, and keep a dated copy outside the tool. Ask each vendor in writing what format the export uses and whether a lapsed plan can still download.

  • Export a real project during the trial and open it on a clean machine.
  • Ask whether a lapsed subscription keeps read access to old files.
  • Check whether the vendor offers self-hosting or an own-server option.

Mac only, desktop or browser: where your team works

Sketch edits only on macOS, although viewers use a browser, so mixed teams on Windows need another editor. Justinmind installs as a desktop app, Axure RP is a downloadable application with cloud hosting, and Figma, Moqups, Visily and Uizard run in a browser. That decides how fast a new contractor can join, and whether a stakeholder can open a prototype link on a phone during a meeting.

Penpot and Balsamiq run in a browser as well, which matters for contractors who cannot install software on a client laptop. Check this with the people who will actually edit, because a tool that suits designers on new Macs may fail a business analyst on a managed Windows machine.

  • List the operating systems and locked-down laptops your contributors use.
  • Check offline working if you prototype while travelling.
  • Confirm how stakeholders review: browser link, PDF export or installed viewer.

What goes wrong most often when buying wireframing and prototyping tools software

  • Buying seats for reviewers when Balsamiq, Axure RP, Figma and Sketch all let outside reviewers comment without an editor seat.
  • Treating a free plan as a trial of the paid product when limits such as two projects, 50 objects a month or three AI generations hide the real workflow.
  • Choosing a prototyping engine such as ProtoPie or Axure RP for a team that only needs layouts, then paying for months of learning time.
  • Skipping an export test and finding at renewal that the files only open inside the vendor's own app.

Frequently asked questions

7 answers
What is the best wireframing and prototyping tools in 2026?

Balsamiq leads our ranking of 12. Balsamiq says it is bootstrapped and independent, headquartered in Bologna, and it prices by editor and by project while reviewers cost nothing. The sketch look keeps teams arguing about structure rather than colours.

The catch is the project cap: the cheapest tier allows ten projects, and boards inside a project are unlimited, so heavy portfolios climb tiers. It is not a high-fidelity design editor.

Which wireframing and prototyping tools publish their pricing?

11 of the 12, with the pricing model each one publishes:

  • Balsamiq: Published per-editor tiers billed monthly or annually; 14-day trial.
  • Penpot: Free Professional plan; published paid tiers; self-host option.
  • Sketch: Published per-editor subscriptions or a one-time Mac-only licence; 30-day trial.
  • Moqups: Free plan with two projects; published per-seat tiers.
  • Justinmind: Free plan with one project; published per-editor tiers and perpetual licences.
  • Axure RP: Published per-user subscriptions; Enterprise quoted.
  • Visily: Free Starter plan; published per-editor tiers.
  • Uizard: Free plan; published Pro and Business tiers; Enterprise quoted.
  • ProtoPie: Free plan; published Basic and Pro tiers; Enterprise quoted.
  • Whimsical: Free plan; published per-editor tiers; viewers always free.
  • Figma: Free Starter plan; published per-seat tiers by seat type.

The other 1 quote per organisation.

Is there a free wireframing and prototyping tool?

  • ProtoPie: South Korea.
  • Whimsical: United States.
  • MockFlow: India.
  • Figma: United States.
Which wireframing and prototyping tools can you host yourself?

Penpot, Justinmind, Axure RP. The other 9 are hosted by the vendor only.

What should you use instead of Balsamiq?

Penpot and Sketch are the next two on this page. Penpot is for Product teams and agencies that want design files they can host and keep; Sketch is for Mac-based interface designers who want a one-off licence or a per-editor subscription.

Who should not buy Balsamiq?

Teams wanting pixel-accurate screens or advanced prototype logic. The cheapest tier allows only ten projects.
