Best Spend Management Software in 2026

Spend management software controls money before and as it leaves: company cards, purchase requests, supplier invoices and employee claims in one approval flow.

This guide ranks eleven products on setup effort, what the bill becomes once cards, payables and procurement are added, how data can leave, and whether you can buy and exit without a partner.

Vendors can pay for more visibility on this website, for example a higher place in a ranking or more room on a page. Commercial relationships can also affect which products we feature and how prominently. Every vendor link is marked the same, whatever the arrangement behind it. How that works.

In short

What spend management software does

Spend management software lets finance teams issue cards, route purchase requests and invoices through approvals, set budgets per team, and reconcile every payment to the ledger as it happens.

How we ranked these

5 criteria, in order

Our order comes from five tests, taken in turn: effort to set up, what you really pay, what happens to your data on the way out, how locked in you are, and the intended customer. Vendors outside the best-known names fill places 1 to 3 when they exist, and the big brands rank from place 4. Reasons for the choice of tests, and for skipping a score out of ten, can be read on the how we work page.

Ranked #1 of 11 in Best Spend Management Software in 2026.

Free tierPricing on requestEurope

The modules are Corporate Cards with unlimited instant virtual cards and automatic receipt fetching, Employee Reimbursements paid from the Moss balance or through a SEPA file with four-eye authorisation, and Accounts Payable with multi-step approvals and matching to purchase orders.

Moss lists more than fifty finance integrations. Funding can be debit or credit, subject to eligibility, so credit terms need checking before cards go out.

What stands out
  • Free entry tier
  • Unlimited users
  • Cards and payables
Where it costs you
  • Paid plan amounts are not shown on the pricing page, so the real bill appears only after an intro call.
  • Budget tracking and spend insights are part of the Advanced Controlling add-on, not the base platform.
Right for

Growing companies wanting cards, reimbursements and supplier invoices on one platform without per-user fees

Wrong for

Buyers who need a published price list before any conversation

GermanyEntry tier at no cost for cards or accounts payable; paid plans tailored per company, amounts not shown

#2 Soldo

Company wallets and cards with small published plans and a 30-day trial

Ranked #2 of 11 in Best Spend Management Software in 2026.

Published pricingEurope

Payment services come from a separate entity, Soldo Financial Services Ltd, and carry fees outside the plan price, such as card issuance and cash withdrawals, so read that fee schedule.

What stands out
  • Wallet budgets
  • 30-day trial
  • Published tiers
Where it costs you
  • Each published plan caps seats and cards at three, so most teams outgrow them at once.
  • The Unlimited plan has no published price and needs a demo, so the real cost of a larger team is unknown.
Right for

Small finance teams wanting budgets by wallet and a tested monthly price before committing

Wrong for

Companies with dozens of cardholders needing a priced plan

  • Canadian dollar

  • Insured accounts, tax tracking and pricing are Canadian, which limits fit for companies operating elsewhere.

  • Unlimited users
Where it costs you
  • Transaction-based fees mean the monthly bill moves with volume, and the pricing page gives no figures.

How to choose spend management software

Spend management software lets finance teams issue cards, route purchase requests and invoices through approvals, set budgets per team, and reconcile every payment to the ledger as it happens. What separates these products is rarely a feature. Work through the steps below.

  1. 01

Work out how much a sales call is worth to you

Only 5 of the 11 print a price; 6 quote per organisation. Comparable without a sales call: Soldo, Float, Mesh Payments, Aspire, Rho.

  2. 02

Ask which country the contract runs through

These 11 vendors are established in 6 countries across 3 regions (North America 5, Europe 5, Asia-Pacific 1). That decides whose disclosure law applies to what the vendor holds, wherever the servers are.

Spend management software: modules, add-ons and the real bill

The entry price in this market is rarely the price you pay. Spendesk bundles unlimited cards and users in Foundations, then sells procurement, invoice payment, workflow rules and multi-entity control as add-ons, plus a charge per transaction. Payhawk splits its offer into four modules, with travel as one of them. Procurify starts every customer on Purchasing and prices Accounts Payable and Expense and Card as further products.

Moss separates Corporate Cards, Employee Reimbursements and Accounts Payable, and puts budget tracking in Advanced Controlling. Soldo's two published plans stop at three seats and three cards apiece. List what your finance team needs in year one, not what the demo shows, and ask each vendor to price that exact set in writing.

  • List the modules you need in year one and ask for a quote covering all of them
  • Ask whether fees are fixed, per user or per transaction
  • Check which controls, such as budgets or multi-entity, are add-ons

Cards first or purchasing first: choose the point of control

Products here start from different places. Pliant, Extend, Mesh Payments and Rho begin with cards and payments: money is issued, then matched to receipts afterwards. Procurify begins with requests and purchase orders, so approval comes before the commitment, and Payhawk lists purchase order management with two-way and three-way matching in its Procurement module.

If your problem is staff buying software and travel on company cards, a card-first tool closes the gap quickly. If your problem is large purchases signed off by email, a requisition-first tool fits better. Many buyers need both, which is why Spendesk, Payhawk and Moss each sell payables next to cards. Decide where the loss happens before you pick a vendor, and test that step in the trial.

  • Name the step where unapproved spend currently slips through
  • Check whether purchase requests exist or only cards and claims
  • Ask whether invoice matching to purchase orders is included

Free plans and trials: what they cover and when they end

Several vendors here give a way in at no cost, but the limits differ. Float pairs a no-cost Essentials tier with a 90-day Professional trial. Mesh Payments gives its Pro plan to up to three users at no cost. Aspire's Basic plan has no monthly fee. Rho charges no subscription or per-user fees, but the tools come with a Rho bank account.

Moss lets you start free with cards or accounts payable. Soldo offers 30 days free on Standard and Plus. Spendesk, Payhawk, Pliant, Extend and Procurify show no trial period or price on their pages, so you reach them through a demo or quote. Write down which features sit beyond the free level and when approval policies, integrations and higher limits become paid.

  • Find which features end at the free level, such as multi-level approvals
  • Note the trial length and what happens to data at its end
  • Ask what the first paid tier costs for your headcount

Who issues the cards and where they work

A spend platform is only as useful as the cards behind it, and issuers differ by region. Mesh Payments names a different issuer for the US, Canada, Europe plus the UK, and Australia plus Singapore. Payhawk issues through its own entities in the EEA and UK and through Cross River Bank in the US. Pliant's cards come from its Finnish subsidiary.

Extend relies on participating banks, among them BMO, HSBC and PNC. Float describes CDIC-insured Canadian accounts, and Rho is built around its own bank account. Check that cards are available where your cardholders live, that credit limits fit your volume, and that the platform exports data to your ledger if you leave.

  • Confirm card availability in each country with cardholders
  • Ask who the issuer is and what happens to cards if you leave
  • Test the ledger export before signing

What goes wrong most often when buying spend management software

  • Comparing the entry plan of one vendor with the all-modules price of another, so Soldo's published tiers look cheaper than Spendesk's quote when they cover far fewer users.
  • Treating a free plan as free for ever: Float, Mesh Payments, Aspire and Moss each place approvals, limits or integrations above the free level.
  • Buying a card-first product such as Extend or Pliant when the real problem is large purchases that need sign-off before money is committed.
  • Skipping the question of who issues the cards, then finding that a platform's card or credit features do not exist in a cardholder's country.

Frequently asked questions

6 answers
What is the best spend management software in 2026?

Our ranking of 11 puts Moss first. Moss is run by Nufin GmbH in Berlin and lets a company start on a free tier with either corporate cards or accounts payable, then add modules as needs grow.

Paid plans carry unlimited users and cards, with employee reimbursements in the same platform. The catch is the bill itself: paid amounts are not on the pricing page, and budget tracking sits in an add-on.

Which spend management tools publish their pricing?

5 out of 11 state a price model on their own site:

  • Soldo: Published monthly prices for Standard and Plus; Unlimited on request; 30-day trial on the two published plans.
  • Float: Published per-user prices in Canadian dollars; free Essentials plan; 90-day trial on Professional; Enterprise custom.
  • Mesh Payments: Published tiers: no-cost Pro for up to three users, Premium per user per month, Enterprise custom.
  • Aspire: Published monthly prices for Basic and Premium in Singapore dollars; Basic has no monthly fee; custom plans on request.
  • Rho: Published fee schedule; no subscription or per-user fees; expense management and bill pay come with a Rho account.

Everything else on the list is priced on request.

Is there a free spend management tool?

Moss, Float, Mesh Payments, Aspire, Rho have a free plan or free self-hosted edition.

Where are these spend management software vendors established?

Vendor countries on this page, North America 5, Europe 5, Asia-Pacific 1:

  • Moss: Germany.
  • Soldo: United Kingdom.
  • Float: Canada.
  • Spendesk: France.
  • Payhawk: United Kingdom.
  • Mesh Payments: United States.
  • Extend: United States.
  • Pliant: Germany.
  • Procurify: Canada.
  • Aspire: Singapore.
  • Rho: United States.
What should you use instead of Moss?

Soldo and Float are the next two on this page. Soldo is for small finance teams wanting budgets by wallet and a tested monthly price before committing; Float is for Canadian companies that want free cards and receipt matching with a long trial.

Who should not buy Moss?

Buyers who need a published price list before any conversation. Paid plan amounts are not shown on the pricing page, so the real bill appears only after an intro call..
