Best HRIS Software in 2026

HRIS software holds employee records, time off, onboarding and often payroll in one system that HR and staff both use.

This guide ranks eleven products on setup effort, the bill once payroll and recruiting are added, how employee data can leave, and whether a buyer can purchase and cancel without a partner.

Vendors can pay for more visibility on this website, for example a higher place in a ranking or more room on a page. Commercial relationships can also affect which products we feature and how prominently. Every vendor link is marked the same, whatever the arrangement behind it. How that works.

In short

What HRIS software does

How we ranked these

5 criteria, in order

Setup effort, true cost, data portability, exit options and buyer fit are the five tests, applied in that order to every HRIS tool here. One rule sits on top of those tests: places 1 to 3 go to challengers, vendors outside the best-known brands in a category, wherever the category has them; the established names follow from place 4 in their ranked order. Our how we work page explains the choice of these five and why we give no mark out of ten.

#1 CharlieHR

Small-business HR with prices set by headcount band

Ranked #1 of 11 in Best HRIS Software in 2026.

Published pricingEurope

CharlieHR sells one core package in eleven headcount bands, so the monthly bill is readable before any sales call. Recruit and Grow are separate add-ons, and Recruit cannot be bought alone. A seven-day trial needs no card.

The top band is 250-plus people, which signals the intended ceiling, and the payroll service is still a register-your-interest page, not a product. A seven-day trial lets a team test the core before paying.

What stands out
  • Headcount bands
  • Small business
  • Add-on recruiting
Where it costs you
  • CharlieHR lists payroll as coming soon, so pay runs happen in a separate system today.
  • CharlieHR prices exclude UK VAT, which is added at 20% on top of the base price.
Right for

Small UK companies that want a printed price and a quick start

Wrong for

Groups needing payroll in the same tool or multi-country entities

United KingdomPublished monthly price by headcount band; add-ons priced separately; 7-day trial without a card

#2 Kenjo

Berlin HR suite sold in three plans, two with prices

Ranked #2 of 11 in Best HRIS Software in 2026.

Published pricingEurope

Kenjo is a modern, clean HR system aimed at European SMEs with deskless teams, the kind that find Personio expensive and BambooHR foreign.

Shift planning, time tracking with a kiosk app, absence, onboarding and documents are all present and pleasant to use. The ecosystem around it is smaller: fewer integrations, fewer partners, and less evidence of how it behaves at a thousand employees.

What stands out
  • Per employee
  • Shift planning
  • Three plans
Where it costs you
  • Smaller ecosystem and fewer integrations
  • Less proven at scale

#3 Frappe HR

Open source HR and payroll you host yourself or on Frappe Cloud

Ranked #3 of 11 in Best HRIS Software in 2026.

Free tierOpen sourceSelf-hostablePublished pricingAsia-Pacific

Frappe HR charges nothing for the software and lets you choose between a self-installed server and managed Frappe Cloud hosting. Implementation is explicit: DIY, a starter pack from a Frappe partner, or a larger partner project.

That makes exit simple, since the code and database are yours. The trade is effort: nobody configures it for you unless you pay a partner. Exit is straightforward in principle because the database is yours.

What stands out
  • Open source
  • Self-host option
  • Frappe Cloud
Where it costs you
  • Frappe HR needs someone to host it or a Frappe Cloud site, and the vendor treats implementation as a separate cost.
  • The payroll tax regimes Frappe HR names on its page are Indian ones, so payroll outside India is unconfirmed.
Right for

Companies with a technical team that want source access and no per-seat bill

Wrong for

Non-technical HR teams wanting a finished product by next week

IndiaFree open source software under AGPL-3.0; hosting charged by site on Frappe Cloud or at your own server cost; partner implementation optional

#4 OrangeHRM

HR suite with a free open source edition and paid Advanced

Ranked #4 of 11 in Best HRIS Software in 2026.

Free tierOpen sourcePublished pricingNorth America

OrangeHRM gives buyers two doors: download the open source Starter edition, or take a 30-day trial of Advanced. The vendor lists flexible hosting, an app builder and a long module list including recruitment, leave, roster and discipline.

What it does not list is the Advanced price, so budget comparison has to wait for the quote. Whoever picks Starter should confirm which listed modules belong to it.

What stands out
  • Open source Starter
  • Advanced edition
  • Quote-based
Where it costs you
  • OrangeHRM shows no price for the Advanced edition; a quote form is the only route.
  • OrangeHRM runs two editions, so features a buyer saw in a trial may not exist in the open source Starter.
Right for

Organisations that want to test open source first and upgrade only if needed

Wrong for

Buyers wanting a published price for the paid edition

United StatesFree open source Starter edition; Advanced edition by personalised quote with a 30-day trial

#5 Zelt

Modular HR, payroll and device management with a 20-seat floor

Ranked #5 of 11 in Best HRIS Software in 2026.

Pricing on requestEurope

Zelt lets a company start with Core and pay for Pro only on the modules that matter, such as payroll or device management. The pricing page shows a from-price in its title but no unit price in the body.

Pro lists unlimited absence policies and onboarding workflows plus a 30-day audit trail, so a buyer with compliance duties should price Pro, not Core.

What stands out
  • Modular
  • Payroll and devices
  • 20-seat minimum
Where it costs you
  • Zelt applies a 20-seat minimum to every module, so teams under twenty people are outside its pricing.
  • Zelt's Core plan has no audit trail and limits absence policies and onboarding workflows to three each.
Right for

Wrong for

Teams under twenty people or buyers who want one flat bill

United KingdomCore plan plus Pro upgrades per module; Pro quoted per module; minimum 20 seats

#6 TalentHR

Free HR plan for up to ten users, paid tiers per user

Ranked #6 of 11 in Best HRIS Software in 2026.

Free tierPublished pricingNorth America

TalentHR has one of the few plans where the free version is not a trial. Up to ten users keep core tools indefinitely, and Slack, Zapier and an API are listed. Essential costs two dollars per user per month and Premium four.

Support by email is included on all plans with a one-business-day response aim. Premium adds custom fields and performance reviews, and a 14-day trial lets a team test them first.

What stands out
  • Free plan
  • Per user
  • Epignosis product
Where it costs you
  • TalentHR paid plans start at 15 users and change in steps of 5, leaving a gap above the free ten-user limit.
  • TalentHR keeps custom fields and performance reviews behind the paid Premium plan.
Right for

Wrong for

Companies of 11 to 14 people or those needing payroll

United StatesFree plan for up to 10 users; Essential and Premium priced per user per month; 14-day Premium trial

#7 Cezanne HR

UK-built cloud HRIS with implementation included in the service

Ranked #7 of 11 in Best HRIS Software in 2026.

Pricing on requestEurope

Cezanne HR lists core people management, absence, time, performance, compensation planning, learning and payroll as modules you add as needed. Its FAQ says implementation is not charged, which lowers the first-ninety-days cost.

Hosting is on AWS and the site describes GDPR-compliant operation. The unknown is the subscription, because modules are quoted together. Ask which modules the quote covers, because the module list is long and each one adds scope.

What stands out
  • Implementation included
  • Hosted on AWS
  • Quote on request
Where it costs you
  • Cezanne HR does not print prices, so budget comparison needs a quote and demo.
  • Cezanne HR's modules, including payroll, recruitment and learning, are sold separately and add up in a quote.
Right for

Mid-sized UK and international employers wanting managed rollout without a rollout fee

Wrong for

Teams who need a printed price before talking to anyone

United KingdomQuote on request per organisation; implementation included in the service; monthly releases

#8 HR Cloud

Three HR plans licensed by company headcount band, no per-seat fees

Ranked #8 of 11 in Best HRIS Software in 2026.

Pricing on requestNorth America

HR Cloud starts with onboarding and widens to recruiting, performance reviews and an engagement app in higher plans. Pricing is a headcount-band licence, which helps when staff numbers are large and users are many.

The weakness is transparency: the pricing page lists no figures, and the document the buyer signs defines the renewal. Ask for the renewal clause before the demo ends, because the quote carries it.

What stands out
  • Headcount licence
  • Onboarding first
  • Annual licence
Where it costs you
  • HR Cloud gives no price on its pricing page; a quote sets scope and renewal terms.
  • HR Cloud bills as an annual company licence, which locks a buyer in before the first renewal.
Right for

Mid-sized US employers that want onboarding handled before anything else

Wrong for

Teams wanting monthly billing or a published rate card

United StatesAnnual company licence by headcount band; three plans; quote required; demo offered

#9 BambooHR

Per-employee HR suite with prices on its pricing page

Ranked #9 of 11 in Best HRIS Software in 2026.

Published pricingNorth America

BambooHR is the product that made small-company HR software pleasant, and the onboarding, e-signature and reporting flows are still among the easiest to use.

It is also unmistakably American: compliance, benefits handling and payroll assume US employment law. For a European employer that means keeping a separate local payroll provider and accepting that the compliance features are decoration.

What stands out
  • Per employee
  • Three tiers
  • Payroll sold apart
Where it costs you
  • US-centric compliance
  • European payroll is not really covered
Right for

A US company that wants HR without an implementation project

Wrong for

#10 Factorial

Modular HR platform priced from a per-user starting figure

Ranked #10 of 11 in Best HRIS Software in 2026.

Published pricingEurope

Factorial bundles HR, time tracking, expenses and shift planning into one subscription at a price that undercuts the German and Nordic incumbents, which is why it has spread quickly across Southern Europe.

Each module is competent rather than deep — the time tracking will not satisfy a complex shift operation — and support quality varies noticeably between markets. For an SME wanting one system rather than four, that trade is usually worth it.

What stands out
  • Modular
  • Per user
  • Barcelona
Where it costs you
  • Depth per module is lighter than the specialists
  • Support quality varies by market
Right for

A Southern European SME that wants HR, time and expenses in one

Wrong for

A large enterprise with complex org structures

#11 Workday

Enterprise HCM suite sold through demos, with AI agents on top

Ranked #11 of 11 in Best HRIS Software in 2026.

Pricing on requestNorth America

Workday, Inc. lists its Pleasanton, California office as United States headquarters and presents human capital management with AI agents for payroll and HR work.

The HCM page shows no price and routes buyers to a demo request, so cost is invisible before sales contact. A small company has no self-serve route here, which is why Workday sits at the bottom of this ranking.

What stands out
  • Enterprise HCM
  • Demo-led sales
  • AI agents
Where it costs you
  • Even the packaged deployments take ten to twenty-plus weeks
  • Cost of change after go-live is high

How to choose HRIS software

HRIS software is a human resources information system that stores employee records and runs time off, onboarding, documents, reviews and reporting, with payroll and recruiting as optional modules. The differences that matter are rarely in the feature list, so this is the order we would work through them.

  1. 01

Decide whether you need a published price

Prices are public at 7 products (CharlieHR, Kenjo, Frappe HR, OrangeHRM, TalentHR, BambooHR, Factorial) and on request at the remaining 4, so budget time for quotes if your favourite is in that second group.

  2. 02

Ask which country the contract runs through

Look at the contracting entity: these 11 vendors sit in 5 countries, split by region as North America 5, Europe 5, Asia-Pacific 1. The servers can be anywhere; the legal obligations follow the company.

  3. 03

    Decide if open source matters

Source code is available for Frappe HR, OrangeHRM. Running it yourself swaps the licence fee for your own upkeep.

How much does HRIS software cost when payroll and recruiting are added?

The listed HRIS software price rarely covers payroll or recruiting, so ask what the first invoice leaves out. BambooHR prints a rate for each of Core, Pro and Elite, yet payroll and benefits are separate products sold with a bundle discount. CharlieHR prices its core by headcount band, charges extra for Recruit and Grow, and shows payroll as coming soon.

Kenjo sells recruiting and the applicant tracking system as a feature add-on and keeps APIs for Connect, which has no published price. Add the modules your business needs on day one, then compare totals instead of headline rates. A tool that looks cheapest on the pricing page can end up dearest once these pieces are attached.

  • Write down the five modules you need in year one and price each one
  • Ask whether payroll is built in, bundled or only an integration
  • Check which plan unlocks the API before you sign

Which HRIS software works for a team of fewer than twenty people?

HRIS software for under twenty people is decided by minimum-seat rules, not by features. TalentHR gives core HR to ten users on a free plan, but its paid plans begin at fifteen seats and grow five at a time, so eleven to fourteen people fall between the two. Zelt applies a twenty-seat minimum to each module, so a team of fifteen is outside its pricing.

BambooHR switches to a flat monthly rate for companies of 25 employees or fewer, and CharlieHR starts with a band for one to four people. Count your headcount against these thresholds before you compare features. Growth plans matter as well: ask what the price does when you hire the next five people.

  • Compare your headcount with each vendor's minimum seats
  • Ask how the bill changes at your next hiring milestone
  • Confirm the free plan has no time limit before relying on it

Can HRIS software run on your own server?

HRIS software can run on your own server only when the code is open. Frappe HR carries the AGPL-3.0 licence and offers a self-install route beside managed Frappe Cloud hosting, charged per site and not per user. OrangeHRM puts the code of its Starter edition on GitHub under GPL-3.0, and Advanced goes through a personalised quote.

Hosted suites such as Cezanne HR, which lists hosting on AWS, and Workday keep the data on the vendor's infrastructure, so exit means an export. Self-hosting trades licence cost for work: someone must patch, back up and upgrade the system, and payroll rules for your country must exist in it. Check that last point first.

  • Ask who patches, backs up and upgrades the self-hosted install
  • Confirm payroll rules exist for your country in the open source edition
  • Test a full employee-data export before go-live

How do you buy HRIS software when the vendor hides the price?

HRIS software without a price list is bought by negotiating terms, so request them in writing. HR Cloud licenses by headcount band, requires a quote, and says the quote confirms scope and renewal terms. Cezanne HR also quotes, but states that implementation is not charged, which changes the cost of the first ninety days.

Workday routes buyers to a demo request and shows no price on its HCM page. Zelt gives Core a start button while Pro is quoted per module. Ask each vendor for the annual figure, the renewal clause, the implementation fee and an export of your data at exit. Then put the answers next to a vendor that prints its prices, such as Kenjo or BambooHR.

  • Get the annual total, renewal clause and notice period in writing
  • Ask whether implementation is charged separately
  • Compare the quote with one vendor that publishes prices

What goes wrong most often when buying HRIS software

  • Choosing HRIS software on the starting per-user figure, then discovering payroll, recruiting and the API are separate lines on the invoice.
  • Assuming a free HRIS plan scales, when TalentHR's paid plans start at fifteen users and Zelt requires twenty seats per module.
  • Picking an open source HRIS such as Frappe HR or OrangeHRM Starter without checking who will host, patch and run payroll for your country.
  • Signing an annual company licence, as HR Cloud offers, without reading the renewal terms the quote contains or testing a data export.

Frequently asked questions

What is the best HRIS software in 2026?

CharlieHR takes first place among the 11 we reviewed. CharlieHR is run by Charlie OS Limited in London and puts its whole price list on one page, banded by team size from one to 250-plus people.

The core covers records, onboarding, leave, reviews and surveys. Recruiting and a Grow package cost extra, and payroll is listed as coming soon, so a buyer who wants pay runs in the same tool cannot get them yet.

Which HRIS tools publish their pricing?

The ones that do, with the model each states:

  • CharlieHR: Published monthly price by headcount band; add-ons priced separately; 7-day trial without a card.
  • Kenjo: Published per-employee monthly prices on two plans; third plan on request; trial offered; 10% off annual billing.
  • Frappe HR: Free open source software under AGPL-3.0; hosting charged by site on Frappe Cloud or at your own server cost; partner implementation optional.

  • Factorial: Per user per month from a published starting figure; tailored quote by module; demo offered.

The other 4 quote per organisation.

Which HRIS tools are open source?

Frappe HR, OrangeHRM.

Which HRIS tools can you host yourself?

Frappe HR. The other 10 are hosted by the vendor only.

What should you use instead of CharlieHR?

Second is Kenjo, which suits a small or mid-size company with shift-based, deskless staff. Third is Frappe HR, which suits companies with a technical team that want source access and no per-seat bill.

Who should not buy CharlieHR?

Groups needing payroll in the same tool or multi-country entities. CharlieHR lists payroll as coming soon, so pay runs happen in a separate system today..
