An employer of record is a company that becomes the legal employer of your staff in a country where you have no entity, and runs their contracts, payroll, tax filings and benefits.
This guide ranks twelve providers on first-90-day effort, the real monthly cost, how a hire or a whole team leaves, independence from partner networks, and fit.
Vendors can pay for visibility on this page. It never changes what an entry
says about a product, including the criticism, and we earn nothing when you click through to a
vendor. How that works.
In short
What employer of record services software does
An employer of record is a third party that legally employs your workers abroad, while you direct their daily work, and that handles local payroll, tax, benefits and labour-law compliance.
In this order: setup effort, what it really costs, how your data comes back out, whether
you can leave, and who each employer of record services tool is built for. One rule sits on top of those tests:
Places 1 to 3 go to challengers, vendors outside the best-known brands in a category, wherever the category has them; the established names follow from place 4 in their ranked order. Why those five, and why there is no
score out of ten, is on the how we work page.
Quoted per organisation; no prices shown on the vendor pages
—
Small and medium organisations that value a long operating history over a public price
Buyers who need to compare published prices before contacting anyone
Country is where the vendor is headquartered or contracts from, which is a
different question from where your data is hosted. Where the two tell different stories, the
entry says so.

RemoFirst states a flat monthly fee per employee, with no setup, onboarding or termination fees, no annual contract and no minimum number of employees. The vendor lists employment in 185+ countries, with payroll, tax filings and pensions included, and visas as an extra service.

Where it costs you
The vendor page does not say whether employment runs through owned entities or partners, so that has to be asked.
The fee is a starting price, and the page does not show how it changes by country.

The per-employee range is wide and depends on country, headcount and expat or local hire.

Employer of record with no platform fee, locked monthly FX
Ranked #8 of 12 in Best Employer of Record Services in 2026.
Published pricingNorth America
Remote owns the legal entity in every country where it employs people and says it never relies on third parties to employ workers, which removes a layer of partner risk from employer-of-record work and simplifies the intellectual-property position.
Pricing is published, as it is at Deel, though the payroll product adds an implementation fee and a recurring payroll delivery fee on top of the per-employee rate. The coverage list, 90-plus countries for employer of record, is shorter than the biggest aggregators, and the company says so rather than papering over it with partners, which is the behaviour you want.

Employer of record with own entities in 130+ countries

Deel's value is speed into countries where you have no entity: contracts, local compliance documents and tax forms are handled, and someone can be paid in weeks rather than quarters.
The important question to ask is which countries Deel owns an entity in and which it reaches through a partner, because the risk profile differs and the marketing does not distinguish. Per-worker fees add up quickly at scale.

It covers 180+ countries and pays in 150+ currencies. Large contractor pools can negotiate rates. G-P Gia, its AI compliance assistant, has a 14-day trial. Globalization Partners LLC is based in Boston, United States.

How to choose employer of record services software
An employer of record is a third party that legally employs your workers abroad, while you direct their daily work, and that handles local payroll, tax, benefits and labour-law compliance. The differences that matter are rarely in the feature list, so this is
the order we would work through them.
01
Decide whether you need a published price
11 of the 12 tools here publish what they cost; the other 1 quote per organisation. The ones you can compare without a sales call: RemoFirst, Rivermate, Playroll, Lano, Atlas HXM, Oyster, Skuad, Remote, Papaya Global, Deel, G-P.
02
Decide how much the jurisdiction matters
These 12 vendors are established in 6 countries across 4 regions (North America 6, Europe 3, Elsewhere 2, Middle East 1). That decides whose disclosure law applies to what the vendor holds, wherever the servers are.
How an employer of record fee is built, and what sits on top
An employer of record fee is only one line on the invoice. Safeguard Global points out on its own site that providers charge either a flat monthly fee per employee or a percentage of payroll, and that the real employer costs of each country come on top. A flat fee from RemoFirst, Rivermate or Lano is therefore a starting point, while the salary, social charges and benefits are passed through at cost.
Deel and Remote both show $599 as the entry fee for a full employee, Papaya Global shows $499 and Oyster shows $699. Ask for a worked example for your country, with salary, employer charges, benefits and the monthly fee, so that you compare totals, not headline numbers.
Ask for a full monthly invoice example for one named hire in your country.
Check whether visa, equipment or benefits are included or listed as add-ons.
Confirm whether volume discounts are in writing, as G-P and Atlas HXM state they exist.
Owned entities versus partner networks
Some providers employ through their own legal entities, others through partners they contract locally. Atlas HXM says it uses directly owned entities in 160+ countries, Playroll says it is backed by owned entities, Rivermate states 38 owned entities, and Deel says it owns entities and its payroll engine in 130+ countries. Skuad describes own and partner entities in 160+ countries.
Neither model is wrong, but the difference decides who holds the contract of your employee, who answers a labour inspector and how quickly a fix reaches the payslip. A provider that cannot list its entities per country is telling you something. Ask in writing which entity employs each person you plan to hire and which hires would go through a partner.
Request the list of owned entities for each country you will hire in.
Ask who signs the employment contract if a partner is involved.
Confirm that support stays with one contact even when a partner runs the payroll.
Deposits, currency and the costs outside the monthly fee
Cash that leaves your account before the first payday matters for a small company. Oyster requires a refundable deposit for employees and Playroll asks for a deposit equal to one month of salary, while Papaya Global states no deposit on its contractor-of-record plan, so ask about employer of record, and Remote charges no standard deposit but may require a refundable reserve in some cases.
Currency is the second hidden cost: Remote locks one FX rate per monthly cycle, Atlas HXM bills the OANDA spot rate plus a disclosed markup, and Oyster charges a conversion fee only when you pay in a currency other than the contract currency. Lano charges a fee per SWIFT transfer on its payments add-on. Ask for the deposit, the FX margin and the transfer fee in the quote.
Ask whether a deposit or reserve is due and when it is returned.
Ask for the FX markup as a number, not as 'competitive rates'.
Check which currency you can be invoiced in and who pays conversion.
Ending a hire and leaving the provider
Ending a contract is where EOR promises are tested. Deel says you can cancel at any time, and that local labour law decides notice and severance for EOR employees. G-P states there is no minimum contract length. RemoFirst states there are no termination fees, and Oyster says terminations are included in the subscription.
Atlas HXM bills only active employees, but warns that final payroll and statutory costs can still apply after someone leaves. Moving a team to another provider or hiring directly is the exit that matters most, and the vendor pages rarely describe it. Oyster offers a route to bring a team from another provider. Ask each shortlisted provider what happens to the contract, records and notice period if you leave.
Ask for the notice period and who pays severance in your country.
Check for any minimum term, as RemoFirst, G-P and Playroll say they have none.
Ask how records and payroll history are handed over if you switch.
What goes wrong most often when buying employer of record services software
Comparing the headline fee of Deel, Remote or G-P without asking for the country-specific total including deposit and FX.
Assuming every provider hires through its own entities, when Skuad describes a mix of own and partner entities.
Treating a quote-only provider such as Safeguard Global as cheaper or dearer before seeing any price.
Leaving exit terms unchecked, when Atlas HXM, for example, still bills final payroll after an employee has left.
