Best Mesh VPN Software in 2026

Mesh VPN software joins laptops, servers and clusters into one private network where devices talk to each other directly, not through a central gateway.

This ranking starts with how each product meters cost, per host, user or device, then checks self-hosting, licence terms, vendor transparency and how much network design you build yourself.

Vendors can pay for more visibility on this website, for example a higher place in a ranking or more room on a page. Commercial relationships can also affect which products we feature and how prominently. Every vendor link is marked the same, whatever the arrangement behind it. How that works.

In short

What mesh VPN software does

Mesh VPN software gives each enrolled device an encrypted route to its peers, with a coordination service for keys, addresses and access rules, so machines act as a single network.

How we ranked these

5 criteria, in order

Every mesh VPN tool was judged on five points in a fixed order: setup effort, cost in practice, how data is exported, how easily you can leave, and the buyer it was designed for. One rule sits on top of those tests: places 1 to 3 go to challengers, vendors outside the best-known brands in a category, wherever the category has them; the established names follow from place 4 in their ranked order. Why those five, and why there is no score out of ten, is on the how we work page.

#1 Nebula

Per-host pricing for a network whose repository is MIT licensed

Ranked #1 of 12 in Best Mesh VPN Software in 2026.

Free tierPublished pricingElsewhere

Hosts are the only unit on the Nebula price list. Past 100 hosts you leave the free plan, and Pro charges per host without a ceiling, and Enterprise adds a dedicated Slack channel plus network design and setup.

Billing runs by calendar month, prorated for part months, with whole dollars charged. MIT licensing covers the repository, created at Slack Technologies. Priority support and the uptime guarantee begin on Pro.

What stands out
  • Per-host meter
  • MIT repository
  • Managed lighthouse
Where it costs you
  • Only 2 routes for external hosts fit on the free plan, so bridging an existing network needs Pro.
  • The pages read show no country or address, only the company name Defined Networking, Inc.
Right for

Operators who want a cost that rises one host at a time

Wrong for

Teams that need a vendor address and legal terms upfront

Not stated by the vendorMeter is the enrolled host: a free plan up to 100 hosts, a per-host Pro plan with unlimited hosts, sales-priced Enterprise; billed monthly and prorated

#2 NetBird

Euro-priced plans counted by active users and connected machines

Ranked #2 of 12 in Best Mesh VPN Software in 2026.

Free tierPublished pricingElsewhere

The free plan lists P2P connections with encryption, NetBird Networks, social SSO, MFA, access controls and NetBird SSH. Business adds device approvals, MDM and EDR device controls and traffic event logging.

Self-hosting needs a Linux VM with 1 CPU, 2 GB RAM, open TCP 80 and 443 and UDP 3478, a public domain and Docker Compose v2. Licensing is BSD-3-Clause, with AGPLv3 on the management, signal and relay folders. Enterprise mentions DORA compliance and SLAs.

What stands out
  • Active-use billing
  • Cloud or own server
  • Euro prices
Where it costs you
  • Beyond the machines each user adds to the 100 included on Team and Business, every extra machine is charged monthly.
  • The 'Try for free' button on Team states no trial length or terms.
Right for

Teams with many idle devices who want euro pricing and a self-host route

Wrong for

Buyers who need a stated company country before shortlisting

Not stated by the vendorUsage-metered: charges apply to active users and machines in the period; a free plan, two per-user tiers and a sales-only Enterprise

#3 ZeroTier

Flat monthly plans with device allowances, plus an air-gappable Quantum tier

Ranked #3 of 12 in Best Mesh VPN Software in 2026.

Free tierPublished pricingElsewhere

Plans differ in networks and admins as well as devices: Essential allows 10 networks and 5 network admins, Scale unlimited networks and 10 admins. Cloud accounts are managed through ZeroTier Central.

Quantum can run fully air-gapped and lists ML-KEM-1024, ML-DSA-87 and FIPS 140-3 Certificate #5424. The ZeroTierOne repository is MPL-2.0, while a nonfree directory holding the network controller is source available under a separate licence. Enterprise is sized for 500 or more devices.

What stands out
  • Device allowances
  • Network admin seats
  • Air-gapped Quantum
Where it costs you
  • Extra devices on Essential and Scale are billed individually, so cost follows fleet size.
  • Personal use is capped at 10 devices and 1 network admin, which rules it out for commercial pilots.
Right for

Technical groups joining machines across sites who budget by device count

Wrong for

Organisations wanting a self-hosted controller described on the vendor page

Not stated by the vendorPublished flat monthly subscriptions with included devices and per-device extras; a free plan for personal non-commercial use; Enterprise and Quantum by contact

#4 Netmaker

Self-hostable WireGuard networks with a 3-user community tier

Ranked #4 of 12 in Best Mesh VPN Software in 2026.

Free tierSelf-hostablePublished pricingElsewhere

The Community plan lacks user groups, roles, metrics, monitoring and automated failover, and caps at 10 nodes. Professional includes 1 server, 10 users, 100 nodes, 100 external clients and unlimited networks; Enterprise shows the same limits in the table.

The per-connection estimator starts Team at 2 and Business at 4 dollars per active connection monthly, with a 7-day trial. Apache 2.0 covers the repository, and content under the pro directory falls under a separate PRO_LICENSE file.

What stands out
  • Self-hosted install
  • Active connections
  • Pro-licensed folder
Where it costs you
  • The pricing page mixes plan pricing with a per-active-connection model and never reconciles them.
  • The terms page returned a 404 and no company name or country is stated.
Right for

Admins who want WireGuard networks they can host on their own VM

Wrong for

Buyers who must read terms and a legal entity first

Not stated by the vendorTwo models on one page: SaaS plans with a free Community tier and a monthly Professional plan, plus a per-active-connection estimator with a 7-day trial

#5 Tailscale

Per-user subscriptions with unlimited devices and a 14-day Enterprise trial

Ranked #5 of 12 in Best Mesh VPN Software in 2026.

Self-hostablePublished pricingNorth America

Billing is per user: Standard costs 8 dollars and Premium 18 dollars a month, and every plan allows unlimited user devices. Ephemeral minutes rise to 10,000 on Premium. A custom-domain tailnet gets a 14-day Enterprise trial.

The client repository is BSD-3-Clause. Accounts opened from 3 September 2024 sit with Tailscale US Inc. of Delaware, and most customers fall under New York law. Prices carry a dollar sign with no currency code.

What stands out
  • Per-user seats
  • ACL groups
  • Mullvad add-on
Where it costs you
  • ACL group limits rise by tier, from 3 on Personal to 10 on Standard, so access design pushes an upgrade.
  • Multiple tailnets, extra ephemeral resources and support packages are sold only through contact with sales.
Right for

Companies counting people, not machines, with fleets that grow quickly

Wrong for

Companies expecting commercial use on the free Personal plan

United StatesPer-user monthly seats in Personal, Standard and Premium tiers, a free Personal plan for non-commercial use, custom Enterprise and add-ons priced separately

#6 Headscale

Maintainer-run control server for a single Tailscale network

Ranked #6 of 12 in Best Mesh VPN Software in 2026.

Open sourceSelf-hostablePricing on requestElsewhere

This project replaces only the coordination layer: the operator hosts the control server, while devices keep using Tailscale clients. The scope is deliberately narrow, one tailnet for personal use or small open-source organisations.

Maintainers are Kristoffer Dalby and Juan Font, and the README notes that one maintainer is employed by Tailscale. The licence is BSD-3-Clause. The navigation links mention OIDC, DERP and ACLs, but the pages read do not explain them, so test those paths yourself.

What stands out
  • Open source
  • Self-hosted
  • One tailnet
Where it costs you
  • It serves one tailnet, so a second environment needs a second deployment.
  • The site mentions no pricing or support plan, so there is no stated supplier for a contract.
Right for

Hobbyists and small open-source groups who prefer to run their own control plane

Wrong for

Companies that need a contract, support or several networks

Not stated by the vendorNo price list; community software released under a BSD-3-Clause licence, with the operator paying for their own server

#7 Innernet

CIDR-based private network on WireGuard, run from your own server

Ranked #7 of 12 in Best Mesh VPN Software in 2026.

Pricing on requestElsewhere

Every network starts with a coordination server created through innernet-server new. Access follows CIDR membership, which suits administrators who already plan address space carefully.

Test coverage is Linux and macOS, with OpenBSD experimental, and Windows clients are not mentioned. Owned by the tonarino GitHub organisation, the repository carries an Actively Maintained badge and an MIT licence. There is no pricing, support plan or trial to evaluate.

What stands out
  • CIDR access rules
  • Own coordination server
  • MIT licence
Where it costs you
  • The README states the project has not had an independent security audit.
  • Peers can only be disabled, not deleted, because IP addresses are never re-used.
Right for

Linux administrators who like subnet-based rules and will host everything

Wrong for

Teams needing an independent audit or a supplier to call

Not stated by the vendorNothing to buy: an MIT-licensed project on GitHub with no price list, no plans and no trial, so costs are your own hosting

#8 Firezone

WireGuard-based zero-trust access with separate EU and US clouds

Ranked #8 of 12 in Best Mesh VPN Software in 2026.

Free tierSelf-hostablePublished pricingElsewhere

Clients exist for macOS, Windows, Linux, iOS, Android and Chrome, and a REST API is listed. Policies attach to users and groups, and identity can come from Okta, Google, Entra or generic OIDC.

Billing currency depends on region, euros on eu.app.firezone.dev and dollars on app.firezone.dev. The Apache-2.0 repository places its elixir directory under Elastic License 2.0, a source available licence, not an open source one. No numeric limits are stated on the home page.

What stands out
  • WireGuard tunnels
  • EU or US cloud
  • Group policies
Where it costs you
  • Team prices and limits do not appear on the pages read, so cost needs a sales conversation.
  • Running it in production on your own servers is called unsupported in the README.
Right for

Organisations replacing a gateway VPN with group-based policies on WireGuard

Wrong for

Teams wanting a peer-to-peer mesh with published prices

Not stated by the vendorTiered plans named Starter, Team and Enterprise; a free tier for small teams, Enterprise quoted, billed in euros on EU accounts and dollars on US ones

#9 OpenZiti

Identity-based overlay that applications embed through their SDKs

Ranked #9 of 12 in Best Mesh VPN Software in 2026.

Self-hostablePricing on requestElsewhere

The platform replaces IP-based reachability with cryptographic identity, so a service can be reached without exposing an address. Deployment options are listed as NetFoundry Managed SaaS, NetFoundry Self-Hosted with NetFoundry support and Community Self-Hosted without commercial support.

The ziti repository is Apache 2.0 and NetFoundry, Inc. is named as creator and sponsor. Feature numbers, throughput limits and client lists are not given on the pages read, so evaluation is hands-on.

What stands out
  • Cryptographic identity
  • SDK-built apps
  • NetFoundry sponsor
Where it costs you
  • The documentation page shows no pricing for managed or supported deployments.
  • Applications must be built with SDKs to gain the full identity model.
Right for

Developers embedding private connectivity inside applications they write and ship themselves

Wrong for

Operators wanting a ready client to join laptops quickly

Not stated by the vendorThe project itself carries no price; commercial paths are NetFoundry Managed SaaS and NetFoundry Self-Hosted, while the community route has no support included

#10 WireGuard

The encrypted tunnel protocol that several meshes here build on

Ranked #10 of 12 in Best Mesh VPN Software in 2026.

Open sourcePricing on requestElsewhere

The site describes Curve25519, ChaCha20, Poly1305 and BLAKE2 inside the Noise framework, with a Linux kernel implementation also available for Windows, macOS, BSD, iOS and Android.

Components carry different licences: GPLv2 for the kernel, MIT, BSD, Apache 2.0 or GPL elsewhere. It originates from ZX2C4 and Edge Security. Nothing on the pages read covers user management, dashboards or access policy, which is why products in this list add coordination.

What stands out
  • Tunnel protocol
  • Cryptokey routing
  • Kernel GPLv2
Where it costs you
  • It ships no control plane, so every peer entry and key is maintained by hand.
  • No vendor, plans or support contract is offered to call.
Right for

Engineers building their own tunnels or layering a coordinator on top

Wrong for

Groups wanting enrolment, SSO and device management out of the box

Not stated by the vendorNot sold at all: open source project with a donation page, no plans, no trial and no support contract

#11 Pritunl

Self-hosted VPN servers priced per host, not per user

Ranked #11 of 12 in Best Mesh VPN Software in 2026.

Self-hostablePublished pricingNorth America

Management is through a web interface, with installs on Ubuntu, Debian and Rocky Linux and MongoDB behind it. Premium costs 10 dollars a month per host and Enterprise 70 dollars, adding automatic failover and a Python plugin system for custom authentication.

The company is Pritunl, Inc., with a Seattle address in the footer. A LICENSE file is referenced in the repository without naming the licence, so legal review starts there.

What stands out
  • Per-host billing
  • OpenVPN and WireGuard
  • MongoDB backend
Where it costs you
  • Automatic failover and replicated servers appear only on the Enterprise tier.
  • The repository page names no licence, and the pricing page returned a 404 when fetched.
Right for

Linux administrators wanting flat per-host cost and unlimited users and devices

Wrong for

Teams that expect a peer-to-peer mesh without a central server

United StatesPer-host monthly tiers, a free Community plan for one host, Premium and Enterprise adding gateway links and failover; users and devices are unlimited

#12 Octelium

Kubernetes-hosted zero-trust platform with policy written as code

Ranked #12 of 12 in Best Mesh VPN Software in 2026.

Open sourceSelf-hostablePublished pricingElsewhere

A quick installer builds a single-node cluster on a fresh Linux VM. Protocols listed include HTTP, gRPC, SSH, Kubernetes, PostgreSQL, MySQL, RDP, DNS, SOCKS5 and generic TCP and UDP. Upstream credentials are injected after authorisation for HTTP, SSH and PostgreSQL.

Its examples cap an LLM user at 100,000 tokens per hour and an MCP gateway at 100 tool calls per two minutes. This is access control for services, so mesh VPN buyers should treat it as an adjacent category.

What stands out
  • Runs on Kubernetes
  • CEL and OPA policy
  • Secretless access
Where it costs you
  • Kubernetes is the design target, so a small team without a cluster takes on that work first.
  • No paid price is shown for the enterprise package.
Right for

Platform teams already on Kubernetes who want policy as code

Wrong for

Small groups wanting a simple device-to-device mesh quickly

Not stated by the vendorOpen source core with an enterprise package that is free for personal and internal evaluation use; no paid price appears on the pages read

How to choose mesh VPN software

Mesh VPN software gives each enrolled device an encrypted route to its peers, with a coordination service for keys, addresses and access rules, so machines act as a single network. Compare on the following points, in this order, before you compare features.

  1. 01

    Start with pricing transparency

Prices are public at 8 products (Nebula, NetBird, ZeroTier, Netmaker, Tailscale, Firezone, Pritunl, Octelium) and on request at the remaining 4, so budget time for quotes if your favourite is in that second group.

  2. 02

Look at where the vendor sits

The 12 companies behind this list are established in 2 countries, by region Elsewhere 10, North America 2. Disclosure obligations attach to the company, so they travel with the vendor even when the servers stay at home.

  3. 03

    Decide if open source matters

3 of these are open source: Headscale, WireGuard, Octelium. Hosting one yourself trades a subscription for maintenance.

Mesh VPN software: Tailscale, NetBird and ZeroTier count different things

Mesh VPN pricing looks similar until you ask what the meter counts. Tailscale bills per user, with unlimited devices on every plan. NetBird charges only users and machines that connected during the billing period, and ZeroTier gives each plan a device allowance with extras billed one by one.

A ten-person team with fifty servers lands on a very different invoice under each model, and a contractor workforce changes the picture again. Write down your people, permanent machines and short-lived machines, then price each vendor from the published numbers. Where the page shows only a dollar sign without a currency code, as Tailscale and ZeroTier do, confirm the currency before approving a budget.

  • Count users, permanent devices and short-lived devices separately
  • Price each vendor's meter against your own numbers
  • Confirm the billing currency where only a symbol appears

Hosted or self-run: Headscale, Innernet and Netmaker ask you to operate the control plane

Every mesh needs something that hands out keys and addresses, and the question is who runs it. Headscale replaces the Tailscale control server and is run by you for a single tailnet. Innernet needs a coordination server you create yourself, and Netmaker installs through a script on a cloud VM that needs a static public address.

NetBird lists a self-hosted route that needs a Linux VM with Docker Compose and open ports. Running it yourself saves licence fees but adds patching, backups and an outage you own. Decide who is on call when the coordinator goes down before choosing a self-hosted path, and test one enrolment from install to first ping before you roll out to the wider fleet.

  • Name the person who patches and restores the coordination server
  • Check the stated hosting requirements, such as ports and domain
  • Run one device enrolment before committing a fleet

WireGuard, Nebula and the licence question inside mesh VPN software

Licences differ more than the word open source suggests. WireGuard uses GPLv2 for its kernel parts and permissive licences elsewhere, and Nebula's repository is MIT. NetBird is BSD-3-Clause except its management, signal and relay directories under AGPLv3, while Octelium splits AGPL-3.0 and Apache-2.0.

ZeroTier's controller sits in a nonfree directory that is source available only, and Firezone puts its elixir directory under Elastic License 2.0. Pritunl's repository page names no licence at all. If your lawyers care about copyleft or about running a fork, read the licence per directory, not per project, and record what you found in the vendor file before procurement signs anything off, since licences change between releases and forks.

  • Read licences per directory in each repository
  • Flag AGPL parts if you plan to modify the server
  • Treat source available as different from open source

Zero-trust crossovers: Firezone, OpenZiti and Octelium are not a flat mesh

Some products on mesh VPN shortlists solve a neighbouring problem. Firezone uses WireGuard but applies per-user and per-group access policies, and Pritunl is built around servers and gateway links. OpenZiti connects services by cryptographic identity and expects applications built with SDKs, and Octelium evaluates CEL and OPA policy per request on Kubernetes.

All three are valid, but they ask for design effort that a plain device mesh does not. When all you need is to connect machines in several offices, a policy engine adds work with little return. If your goal is to cut standing network access, a flat mesh may be too open, and policy tools earn their extra setup.

  • Define whether you need device reachability or per-request policy
  • Check whether apps must be rebuilt with an SDK
  • Test the setup effort on one real service first

What goes wrong most often when buying mesh VPN software

  • Comparing Tailscale seats with NetBird machines or ZeroTier device allowances as if they were the same unit, then discovering the bill triples once servers join.
  • Putting a company pilot on a free personal tier, such as Tailscale Personal or ZeroTier Personal, when both limit it to non-commercial use.
  • Choosing Headscale or Innernet for a production fleet without planning backups, upgrades and who answers when the coordination server stops.
  • Treating bare WireGuard as a finished mesh, then hand-editing peer lists as the fleet grows past a few machines.

Frequently asked questions

8 answers
What is the best mesh VPN software in 2026?

Nebula leads our ranking of 12. Defined Networking, Inc. charges for Nebula by enrolled host. Up to 100 hosts are covered by the free plan, with a managed lighthouse, SSO and a web interface, with no credit card needed.

Pro lifts the host cap and the route limit. The managed lighthouse is not billable, so only enrolled machines reach the invoice. External-host routes are capped at 2 on the free plan, which limits subnet bridging.

Which mesh VPN tools publish their pricing?

Published pricing exists for 8 products on this page:

  • Nebula: Meter is the enrolled host: a free plan up to 100 hosts, a per-host Pro plan with unlimited hosts, sales-priced Enterprise; billed monthly and prorated.
  • NetBird: Usage-metered: charges apply to active users and machines in the period; a free plan, two per-user tiers and a sales-only Enterprise.
  • ZeroTier: Published flat monthly subscriptions with included devices and per-device extras; a free plan for personal non-commercial use; Enterprise and Quantum by contact.
  • Netmaker: Two models on one page: SaaS plans with a free Community tier and a monthly Professional plan, plus a per-active-connection estimator with a 7-day trial.
  • Tailscale: Per-user monthly seats in Personal, Standard and Premium tiers, a free Personal plan for non-commercial use, custom Enterprise and add-ons priced separately.
  • Firezone: Tiered plans named Starter, Team and Enterprise; a free tier for small teams, Enterprise quoted, billed in euros on EU accounts and dollars on US ones.
  • Pritunl: Per-host monthly tiers, a free Community plan for one host, Premium and Enterprise adding gateway links and failover; users and devices are unlimited.
  • Octelium: Open source core with an enterprise package that is free for personal and internal evaluation use; no paid price appears on the pages read.

The other 4 quote per organisation.

Is there a free mesh VPN tool?

Nebula, NetBird, ZeroTier, Netmaker, Firezone offer a free tier or a free self-hosted edition.

Where are these mesh VPN software vendors established?

The headquarters are spread over 2 countries and 2 regions, Elsewhere 10, North America 2:

Which mesh VPN tools can you host yourself?

Netmaker, Tailscale, Headscale, Firezone, OpenZiti, Pritunl, Octelium. The other 5 are hosted by the vendor only.

What should you use instead of Nebula?

The next in line are NetBird, aimed at teams with many idle devices who want euro pricing and a self-host route, and ZeroTier, aimed at Technical groups joining machines across sites who budget by device count.

Who should not buy Nebula?

Teams that need a vendor address and legal terms upfront. Only 2 routes for external hosts fit on the free plan, so bridging an existing network needs Pro..
