Decide how much the jurisdiction matters
These 16 vendors are established in 10 countries across 3 regions (Europe 8, North America 7, Asia-Pacific 1). That decides whose disclosure law applies to what the vendor holds, wherever the servers are.
Tracking and fleet administration are two different purchases
Buyers say fleet management and mean one of two things. Telematics answers where the vehicle is and how it is being driven, and needs a box installed in every vehicle: Webfleet, Quartix, Geotab and Samsara are this. Fleet administration answers what the vehicle costs, when it is due a service and whether the inspection was done, and needs no hardware at all: Fleetio is the clearest example.
Most operators lose money to maintenance and downtime rather than to routing, then buy a tracking platform because that is what the category is called. The cheaper path is often two narrow products, because the tracking contract stays short and the maintenance record stays portable.
Write down the three questions you actually need answered before looking at any demo.
If none of them start with where, you may not need hardware in the vehicles at all.

The hardware term is the contract, whatever the software costs
Telematics is sold per vehicle per month and behaves like a hardware lease. The box is installed by an engineer, financed inside the monthly fee, and tied to a term of three to five years. That is why Samsara, Motive, Webfleet and Verizon Connect all quote rather than publish: the number depends on term length, and the term is where the margin is.
Quartix is the exception that proves it, offering terms from twelve months at a published price. Adding vehicles mid-term is easy and removing them is not, so a seasonal fleet pays for units sitting in a yard. Ask what happens when you sell a van.
Ask for the total contract value over the full term, not the monthly figure per vehicle.
Get the removal and reinstallation cost per unit in writing before signing.
Check whether the term restarts when you add a vehicle, and whether it can be shortened.
Driver data is personal data, and a works council will say so
Tracking a vehicle in Europe means processing information about an identifiable employee: where they were, how fast, how hard they braked, and when they stopped. Under GDPR that needs a legal basis and a proportionality argument, and in Germany, Austria and the Netherlands a works council can block a rollout that was never discussed with them.
Vimcar and ABAX are built with this in mind because their home markets demand it, including private-journey modes that stop recording. American platforms treat driver scoring as a management feature first. The technical question is simple: can a driver mark a journey private, and who can see the raw trace?
Involve the works council before the pilot, not before the rollout.
Require a private-journey switch and confirm what it actually stops recording.
Define who can see individual traces versus aggregate reports, and write it into the policy.
Leaving means uninstalling, and the data may not come with you
Exit in this category is physical. The boxes are wired into vehicles and often owned by the vendor, so switching means an engineer visit per vehicle plus whatever the old contract says about removal. The data side is worse than it looks.
Trip histories are large and most vendors export a recent window rather than everything, while Geotab customers depend on a reseller to run the export at all. Fleetio and Quartix are the straightforward ones here. Before signing anything, get the retention period and the export format in writing, because fuel and mileage records are evidence for tax and for accident claims years later.
Ask how many years of trip history the export includes, not whether an export exists.
Confirm in writing who owns the installed units and what removal costs per vehicle.
Check whether maintenance and inspection records export separately from telematics traces.
What goes wrong most often when buying fleet management software
Comparing the monthly per-vehicle price without the term. A cheaper unit on five years costs more than a dearer one on twelve months.
Buying telematics when the problem is maintenance. A tracker does not tell you a van missed its service; a service schedule does.
Rolling out driver scoring without telling drivers. The works council stops the project, and the fleet manager owns the consequences.
Assuming the boxes are yours. Most are the vendor's, and the removal invoice arrives after the decision to leave has been made.
