Decide whether you need a published price

Work out what the first ninety days cost in time
Licence cost is the number in the contract; setup effort is the number that surprises people. Ask every shortlisted vendor who does the configuration, how long it took the last customer of your size, and what happens if that person leaves halfway.

Check the exit before the entry
Ask for an export of your own data in a format you can open, and ask whether it is included or billed as a project. A vendor that hesitates here is telling you what renewal negotiations will feel like in three years.

Most regret in this category comes from buying for a headcount that never arrived. The entry-level products here are not worse; they are aimed at a different company.

Decide how much the jurisdiction matters

The bill of materials is the asset; everything else is interface
What you are buying is a structured, versioned bill of materials with the documents attached to it. Interfaces get replaced, vendors get acquired, and the parts list outlives both. So the questions that matter are structural. Can one part belong to several assemblies without being copied? Does a revision create a new record or overwrite the old one?
Is a released revision immutable? OpenBOM and Duro keep this simple and legible; Siemens Teamcenter and PTC Windchill model it with far more depth and correspondingly more configuration. Get a real multi-level assembly of your own into the trial and change a shared component. What happens next tells you more than any demo.

Engineering change orders are where PLM projects succeed or fail
The change order is the process everyone underestimates. A change is raised, someone assesses cost and stock impact, an approval happens, and a revision is released with an effectivity date that production must respect. Get this wrong and engineering keeps using email while the system holds a tidy record of nothing. Arena PLM and Duro make the flow short enough that engineers use it.
Windchill and Teamcenter can model approval boards, delegated authority and effectivity by serial number, which regulated manufacturers need and everyone else drowns in. Design the process you want on paper first, then look for the product that can express it in the fewest steps. The shortest process an engineer will actually follow beats the correct one they avoid.
Write your change process on one page before any demo. Count the approvals.
Ask how effectivity is expressed: by date, by serial number or by stock exhaustion.
Time how long raising a simple change takes an engineer in the trial.
CAD files, and who actually owns the vault
PLM promises to manage CAD, and the depth of that promise varies more than any other feature. A basic product stores the file and its version. A real integration understands assembly relationships, so renaming a part does not orphan three drawings, and checking a component out locks it for everyone.
Dassault Systèmes ENOVIA is strongest with CATIA and SOLIDWORKS, Windchill with Creo, CONTACT Software and keytech PLM cover the mixed German tool landscape. Propel is lighter here than its other strengths suggest. If your CAD is from one vendor, their PLM has a structural advantage. If it is mixed, test the weakest of your tools, not the strongest. The weakest integration in your toolchain sets the ceiling for the whole deployment.
Test the integration with your least common CAD tool, not your main one.
Rename a part in CAD and confirm the references survive it.
Ask whether native CAD files can be extracted in bulk with their metadata intact.
Getting the data out, and what does not come with it
Exports from this category are usually adequate for the parts list and worse for everything around it. The item master, the structure and the attributes come out as CSV from most products here. What tends not to travel is the change history, the approval signatures and the links between documents and revisions, which is precisely the evidence a regulated manufacturer needs to keep.
Aras Innovator is the most open by design, with a self-hostable database. Bluestar PLM keeps the data in your own Dynamics instance. At the other end, extracting twenty years of Teamcenter is a project with its own budget, and everyone involved knows it. What you cannot export, you have not really bought.
Ask for a sample export including change history and approval records, not just items.

Buying PLM to fix a CAD file-naming problem. That is document management, it costs a fraction as much, and keytech PLM or a vault will solve it.
Modelling the change process you wish you had instead of the one you run. The configuration then blocks work, and engineers route around it within a month.
Letting the ERP and the PLM both own part numbers. Decide which system creates them on day one, or you will reconcile two part lists forever.
Choosing on CAD integration alone. The integration matters, but the bill of materials structure and the change process are what you live with for a decade.
