OutSystems vs Mendix

These two sit at the heavy end of low-code, aimed at companies that expect an application to run for years. Mendix puts numbers on its pricing page, from a free plan to EUR 918 a month for one app, while OutSystems sells by quote and offers only a Personal Edition for testing. Mendix is listed in the Netherlands under a Siemens company, and OutSystems shows a Boston address without naming a parent. OutSystems is the one that offers an on-premises install on its plans, whereas Mendix lists Kubernetes, Azure, SAP BTP and StackIT as deployment targets.

Vendors can pay for more visibility on this website, for example a higher place in a ranking or more room on a page. Commercial relationships can also affect which products we feature and how prominently. Every vendor link is marked the same, whatever the arrangement behind it. How that works.

  1. 01

Can you read a number before calling sales

Mendix publishes Standard from EUR 918 a month for one app or EUR 2,295 a month for unlimited apps, and its Premium tier is a quote. OutSystems does not publish a paid figure at all. Its paid Agentic Systems Platform is contact-sales only, with the subscription based on Application Objects, non-anonymous end users and added capabilities, and it starts with 100 internal users. For a buyer who needs a budget line early, Mendix gives much firmer ground.

    Edge: Mendix

  2. 02

Free tiers compared by their limits

OutSystems Personal Edition is free for up to 100 internal users, but it is a development runtime only, has no external users, carries no uptime guarantee and comes with 8x5 support. Mendix offers a Free plan described as having no hidden fees, no commitment and no credit card, with Mendix Cloud included and no support plan. Neither free option is meant for production. The Mendix wording leaves out external-user limits, while OutSystems states them plainly.

    Depends on the buyer

  3. 03

    Uptime promises and support hours

OutSystems lists its base platform with 99.5% uptime, 8x5 support and ISO 27001 compliance, with 24x7 support, 99.95% uptime, SOC2 Type II and PCI DSS as add-ons. Mendix Standard also lists 99.5% uptime with business-hours support from 9 AM to 5 PM, while Premium lists 99.95% uptime and 24/7 support. The numbers line up almost exactly. The difference is that OutSystems sells the extras as separate add-ons, where Mendix bundles them into a tier.

    Depends on the buyer

  4. 04

    Where the application can run

OutSystems lists a fully managed cloud, on-premises, private cloud, and sovereign or regulated cloud, with a self-managed on-premises installation in certain plans; Personal Edition is cloud only. Mendix lists Mendix Cloud, Mendix Cloud Dedicated (single-tenant, Premium only), Azure, Kubernetes, SAP BTP, StackIT and Server, with a FedRAMP-compliant US Government cloud on AWS GovCloud. Mendix names more concrete targets, while OutSystems stresses the on-premises route for estates that cannot use a vendor cloud.

    Edge: Mendix

  5. 05

Hosting costs that sit outside the licence

Mendix states that cloud compute is not included in the Standard or Premium licence price, and that those costs are settled during deployment planning. Hosting options other than Mendix Cloud on the Free plan carry additional cost in Standard and Premium. OutSystems prices through the quote, so no split between runtime and hosting appears on its pricing page. That makes the true total hard to compare, and it is a reason to ask both vendors for a full written breakdown.

    Depends on the buyer

  6. 06

    Corporate home and legal entity

Mendix's copyright line reads Siemens Industry Software Netherlands B.V. 2005 to 2026, and its legal page says Mendix is part of Siemens' Intelligence Center X, so the Dutch entity and the German-rooted parent are visible. OutSystems shows a Boston, MA address in its footer, and no parent company or country of incorporation is named. If a European legal entity matters to procurement, Mendix answers that more directly.

    Edge: Mendix

When neither fits

If you only need a departmental tool or a first internal app, both are likely more platform than you need. Budibase and Appsmith are lighter options in the same category and can be started without a sales conversation.

OutSystems or Mendix: questions

3 answers
Does the OutSystems free edition let customers log in?

No. The Personal Edition lists no external users and covers up to 100 internal users. It is a development runtime with no uptime guarantee, so it suits trials of the tooling rather than a live service.

Is the Mendix licence price the full monthly bill?

Not on the pages we read. Cloud compute is excluded from the Standard and Premium licence price and is worked out during deployment planning. Other hosting options besides Mendix Cloud on the Free plan are additional cost.

Which one lets a regulated buyer keep data off the vendor cloud?

Both list routes for it. OutSystems lists on-premises, private cloud and sovereign cloud, and Mendix lists Kubernetes, Azure, SAP BTP, StackIT and Server. Ask each for the exact plan that includes your chosen option, because the add-on rules differ.
