    OpenAI's pricing page lists a 10 percent uplift for regional processing and data residency on models released from 5 March 2026, and our data says European residency is available to approved customers via sales. Anthropic's pricing page lists US-only inference at 1.1x. Our assessment is that a hard EU-only requirement cannot be bought from Anthropic directly.

When neither fits

For European processing without a hyperscaler margin, Mistral AI is a French provider with published per-token prices and a self-host option, and Scaleway Generative APIs run inference on French hardware. Amazon Bedrock puts several model vendors behind one API.

Is the Claude API cheaper than the OpenAI API?

It depends on the model and your token mix. Both publish per-token prices, and the cheapest models on each side differ widely from the flagship ones, so price your own workload.

Can I get EU-only processing from Anthropic?

Per our category data, not under Anthropic's own contract. The workaround is consuming the same models through a cloud provider in a European region, which adds that provider's margin.

Does OpenAI train on API data?

Our data says API data is not used for training by default.

Are either of them European?

No. Both are listed as United States vendors in our ranking.
