Bitbucket's advantage is that code changes are tied to Jira work items and the code host sits in the same suite as Confluence. A team that tracks work elsewhere gets none of that, and what is left is a Git host competing on its own merits against products with larger ecosystems and more generous free plans.
Outside the Atlassian ecosystem, Bitbucket's pull request interface and marketplace feel thinner than GitHub's. Developers who spend their day in code review are the ones who notice, so the request to move often comes from engineers and not from management, and it tends to grow louder as the team and its review load get bigger.

Bitbucket remains the sensible choice for a team already paying for Jira and Confluence. Code changes are tied to Jira work items, pipelines are built in, a container registry is included on paid plans, and a team of five or fewer pays nothing. Moving a large history out is more work than moving it in, so a team content with the Atlassian workflow has little to gain.
Migrating a large history out of Bitbucket is more work than moving it in. Run the transfer on your biggest repository first, check that branches, tags and review history arrive as expected, and schedule the remaining repositories on that evidence.
Bitbucket's built-in tie to Jira ends when the code leaves the suite, but the link can be rebuilt. GitHub uses the GitHub for Atlassian app and GitLab its Jira development panel integration; both rely on work item keys in branch names and commit messages. If Jira is going too, decide whether the issue history is migrated or archived.
Automation built on Bitbucket's pipelines has to be recreated for the destination. GitHub and Gitea use Actions workflows; GitLab and Gitoro use GitLab-style CI. Convert one representative pipeline end to end and use the time it took to estimate the remainder.
Outside the Atlassian ecosystem, GitHub's pull request interface and marketplace are the fuller ones. Inside it, Bitbucket's place in the same suite as Jira is the advantage.

GitHub's free plan has unlimited public and private repositories with no stated user cap. GitLab.com's Free tier is also limited to five users for private groups, so it does not help here.
Gitea and Forgejo are free to self-host, and Codeberg is free at any size for open source projects.
GitHub and GitLab both do. The GitHub for Atlassian app shows branches, commits and pull requests on a Jira work item when its key appears in the branch name, commit message or pull request title.

Atlassian sells Bitbucket Data Center, a self-managed edition aimed at organisations with strict regulatory or security requirements, through its sales team. If the goal is simply to self-host at low cost, GitLab Self-Managed on the Free tier, Gitea or Forgejo are the usual destinations.
