ServiceNow IT Service Management alternatives: 12 ITSM tools compared
Teams look for a ServiceNow alternative when an IT service desk of a few dozen agents is carrying an enterprise platform: the filings describe a vendor that sells mainly to enterprises under quoted subscription agreements, so the cost and the implementation project are sized for a larger organisation. They usually move to a dedicated ITSM product with a published per-agent price, or to a suite that already sits in their estate.
Short answer: The first three alternatives to ServiceNow IT Service Management in our ITSM software ranking are HaloITSM, TOPdesk and Freshservice. Places 1 to 3 go to challengers, vendors outside the best-known brands in a category, wherever the category has them; the established names follow from place 4 in their ranked order. Choose HaloITSM if you want every ITSM process in one published price and can budget the mandatory onboarding fee. All 12 alternatives below are ranked products from Best ITSM Software in 2026, and each says where it differs from ServiceNow IT Service Management.
Vendors can pay for visibility on this site; it never changes what we say
about a product. How that works.

Built for: Enterprises running IT, HR and security workflows on one platform
Not for: Small IT teams that want a published per-agent price
01
Why buyers look past ServiceNow IT Service Management
01
The price is a negotiation, not a page
ServiceNow's annual report says it sells through subscription agreements handled by its direct sales organisation, and that some AI and data products add a consumption component once usage passes the service credits in the contract. We checked the ServiceNow-owned product pages and could not retrieve them, so we cannot show you a list price. Against that, seven of the twelve products in our ITSM ranking publish a per-agent or per-technician figure, which lets a buyer compare before a sales call.
02
Built for enterprise-wide deployments
The company states that it primarily sells to enterprise customers and supports enterprise-wide deployments, with about 8,700 customers at the end of 2025. For a service desk that only needs incident, request, change and knowledge, a platform that also spans HR, security and asset work is more than the job asks for, and every extra workflow becomes a configuration and governance task for someone on your side.
03
Heavy lifting before the first ticket
ServiceNow runs a multi-instance architecture with a dedicated application layer and database per customer, and sells implementation through its own professional services and partners. That gives control and isolation, and it also means upgrades, instance management and development are real work. A dedicated ITSM product narrows that surface; the trade is less room to build bespoke applications on the same platform.
Free plan for three users; four paid editions per user per month, published
Customer-service helpdesk with per-user plans, thin on ITSM processes
your IT desk is a simple queue, you already run Zoho, and ITIL processes are not required

What each one does differently

HaloITSM
United Kingdom · Per agent per month, published; 30-day trial
HaloITSM from the UK sells one per-agent price (£66 per agent per month, billed annually, on the page we read) that includes every module and integration, with end users not counted. Onboarding packages are mandatory and quoted by scope. It is a service management product, not a general workflow platform for other departments.
Switch from ServiceNow IT Service Management if you want every ITSM process in one published price and can budget the mandatory onboarding fee.
Netherlands · Three plans per agent per month, published
TOPdesk, from Delft in the Netherlands, publishes three plans (£51, £72 and £101 per agent per month in the currency shown) and counts only agents. Change and problem management start in the middle plan. There is no trial on the pricing page, and it does not try to be an application platform.
Switch from ServiceNow IT Service Management if you want a European vendor with plan prices on the page and EU data residency.
United States · Per agent per month, published; 14-day trial
Freshservice has four plans, the first three published ($19, $49 and $99 per agent per month, billed annually) and Enterprise quoted. Change and problem management start at Pro, the service catalogue at Growth, and the AI copilot is a $29 per agent add-on. A 14-day trial opens every feature.
Switch from ServiceNow IT Service Management if an internal IT team of modest size wants a fast, self-service start with a trial.
United States · Free plan for three agents; paid per agent per month, published
Jira Service Management has a free plan for three agents and paid Standard and Premium tiers, with change management and advanced incident and problem management reserved for Premium. It shares a data model with Jira issues, which suits engineering-led support, and is weaker as a company-wide service portal outside IT.
Switch from ServiceNow IT Service Management if the engineers who resolve incidents already work in Jira and you want requests and changes on the same issues.
India · Free plan up to five technicians; per technician and per asset, published; 30-day trial
ServiceDesk Plus comes in Standard, Professional and Enterprise editions, in the cloud or on-premises, and the Standard edition is free for up to five technicians. Pricing also counts IT assets from Professional up, and change management is Enterprise only, or a US$2,395 per year add-on on the lower editions.
Switch from ServiceNow IT Service Management if you want an on-premises option with published prices and a free start for a very small team.
United States · Per technician per month, published; 30-day trial
SolarWinds Service Desk charges per technician ($39, $99 and $124 per month, billed annually) with unlimited requesters. Change management and CMDB are already in the entry plan, which is rare at that price. Asset pricing is quoted separately, and API access and runbooks begin in the middle plan.
Switch from ServiceNow IT Service Management if you need change control and a CMDB without buying a mid-tier plan.
Not stated by the vendor · Professional per agent per month, published; Enterprise quoted; trial offered
SysAid lists two ITSM plans: Professional at $89 per agent per month with request, incident, change, problem and asset management plus AI, and Enterprise quoted from 20 agents. Sandbox, tailor-made AI agents and live chat are Enterprise only. The website does not state where the company is based.
Switch from ServiceNow IT Service Management if you want AI and asset management included in one published Professional price.
France · Open source; cloud per user per month and self-hosted subscriptions, published; 45-day trial
GLPI is open source under GPL-3.0, so a self-hosted install has no licence fee, while Teclib' sells hosted and subscription options. You carry installation, agent rollout and upgrades yourself. It has no vendor-built application platform beyond plugins, and its interface is plainer than commercial rivals.
Switch from ServiceNow IT Service Management if you have Linux administration capacity and want no vendor able to reprice the system.
United States · Contact sales; no prices on the product page
Ivanti ITSM (formerly Neurons for ITSM) lists 14 ITIL 4 practices and can run in the cloud, on-premises or as a hybrid. As with ServiceNow, no price appears on the product page, so cost arrives through sales. Its scope reaches HR, facilities and security extensions but is narrower than a general workflow platform.
Switch from ServiceNow IT Service Management if you need on-premises or hybrid deployment in an enterprise estate and accept a sales-led quote.
Not stated by the vendor · Pricing on request; trials and demos offered
BMC Helix ITSM, now on the BMC Helix, Inc. site, covers incident, problem, change and release management, CMDB and asset management with AI agents. It is the closest in size and sales model to ServiceNow, and its page gives no prices, hosting model or trial length.
Switch from ServiceNow IT Service Management if you run a large IT organisation and want a second enterprise suite to price against ServiceNow.
United States · Quoted per organisation, counted per endpoint; trial offered
SuperOps prices per endpoint with unlimited technicians and bundles a service desk with endpoint management for Windows, macOS and Linux. Each plan has a 150-endpoint minimum and prices are only given on request. It fits managed providers and device-heavy IT teams rather than process-heavy ITIL shops.
Switch from ServiceNow IT Service Management if you manage 150 or more devices and want endpoint control and ticketing in one bill.
India · Free plan for three users; four paid editions per user per month, published
Zoho Desk is customer service software with a free plan for three users and four paid editions per user, not an ITSM product. It has tickets, SLAs, channels and automation but no incident, problem, change or asset records in its pricing description. It is a ticket queue for IT, not a process tool.
Switch from ServiceNow IT Service Management if your IT desk is a simple queue, you already run Zoho, and ITIL processes are not required.
When ServiceNow IT Service Management is still the right choice
Stay on ServiceNow when IT is only one of several functions that need workflows on one platform, for example HR, security and facilities requests that already run there, and when you have the administrators or partner budget to configure it. Its filings describe multi-instance isolation, dedicated hardware options and customer-managed deployment for regulated cases, which smaller ITSM products do not match. If an existing instance already holds your CMDB and integrations, the cost of leaving may exceed the saving, so price the migration before the licence.

What moving off ServiceNow IT Service Management involves
01
Export the records before you negotiate
Ask for an export of incidents, requests, changes, knowledge articles and CMDB items in a documented format, and test an import on the target tool with a sample. Most alternatives here import tickets and assets from CSV, but custom tables, workflows and scripts built on ServiceNow do not move and have to be rebuilt in the new tool's own model.
02
Run the old and new desks in parallel
Plan a staged cut-over: move one team or one request type first, keep the contract end date as your deadline, and check the notice period in your ServiceNow order form, which we could not see. Count the change, problem and CMDB processes you actually use, then check which plan carries them in the target, because several rivals place change management in a higher tier.

Questions about replacing ServiceNow IT Service Management
6 answers
Does ServiceNow publish its prices?
Not that we could verify. Its annual report describes subscription agreements sold through its direct sales organisation, and its own product pages returned an access error when we tried to read them on 28 October 2026.
Treat any figure you see as an estimate until it is on a quote.
Which ServiceNow alternative has the lowest published price?
Among the twelve in our ranking, ManageEngine's Standard edition is free for up to five technicians and Jira Service Management has a free plan for three agents.
Freshservice's entry plan is $19 per agent per month, but change management needs the $99 Pro plan. Compare at the plan that carries the processes you run.
Is there a European alternative to ServiceNow?
Yes. TOPdesk is based in the Netherlands and states EU data residency, HaloITSM is from the UK, and GLPI is a French open source project sold by Teclib'.
ServiceNow itself is a Delaware company with principal offices in Santa Clara, California, although its annual report says it operates data centers in Europe.
Can I run an alternative on my own servers?
Several can: GLPI is open source and self-hostable, ManageEngine ServiceDesk Plus sells an on-premises version, TOPdesk offers a Virtual Appliance, and Ivanti lists on-premises and hybrid deployment. ServiceNow also allows customer-managed deployment, but its filings call this a minority of cases with some limitations.
Which alternatives handle change and problem management?
HaloITSM includes all modules in one price. SolarWinds includes change management and CMDB from its entry plan. SysAid Professional lists change and problem management. TOPdesk needs Engaged, Freshservice needs Pro, Jira Service Management needs Premium for change, and ManageEngine needs Enterprise.
Is Zoho Desk a fair replacement for an IT service desk?
Only for a plain ticket queue. Zoho presents Desk as customer service software and its pricing page does not describe incident, problem, change or asset records, so teams that follow ITIL processes should look at the other eleven first.
